Democrats-the new low turnout party?

I think that conventional wisdom can now be turned on its ear. I think that since Republicans are the new high turnout party that folks staying away from the polling booths is good for the Dems. So we should be offering incomprehensible alternatives to moral legislation and attacking the GOP for not being moral enough. If you substitute "economic" for "moral" this was the Republican playbook in the 70's-80's. The idea is to get a small enough percentage to defect or to stay home.
